A few questions...

I'm a little kongfused! Under what circumstances is this issued? For example, would it be suitable to issue this if an image or some other file is deleted? And as my position as a user, am I permitted to issue this template if a page/file of the reciever is deleted?

This is an optional template that can be given to someone when a page (or a group of pages) they were working on gets axed (or marked for deletion). It doesn't have to be given out, but if someone's hard work just got erased, giving them a heads-up and an explanation (beyond the mere deletion logs) is a nice courtesy (with or without the use of the formal template). Users can definitely issue the template if they were the one who got the page deleted (i.e. marked it for deletion, alerted an admin, etc.), although if you weren't involved with the deletion at all, there's no real good reason to get involved after the fact (it could even be interpreted as inserting yourself into admin business: talking for them, cleaning up after them, whatever). If the user comes to you on their own accord and asks you if you know why it was done (i.e. if you're friends or something), you can of course explain why, but do so informally, without the template. I don't think the template would be a good idea for informing someone about deleted files, since its text is pretty article-specific: just leave them an informal message, if you want to say something. - Walkazo 11:38, 10 April 2012 (EDT)
