A Repel Cape.
The Repel Cape is an item in Paper Mario: The Thousand-Year Door sold at the Souvenir Shop that gives you the Dodgy effect: some attacks will be missed for two turns.
Flurrie's Dodgy Fog attack has the same status effect for up to four turns, so use that instead when you level her up to Ultra Rank.
