The Repel Cape is an item in Paper Mario: The Thousand-Year Door sold at the Sounvenir Shop that gives you a dodginess effect: some attacks will be missed for two turns.
Flurrie's Dodgy Fog attack has the same status effect for up to four turns, so use that instead when you level her up to Ultra Rank.
